95% of WA Climate Commitment Act Raised Revenue Has Been Allocated Toward Community Projects

More Than Half of Mapped CCA Projects Are Either Tribal-Led or Allocated to Overburdened Communities

July 22, 2025 (Seattle, WA) – Clean & Prosperous Institute (CPI) announced it has updated Mapping Washington’s Climate Commitments to reflect the 2025 Legislative session. The map is the single most comprehensive resource that tracks where and how revenue from Washington’s landmark Climate Commitment Act (CCA) is spent. The map now reflects approximately 2,700 unique CCA-funded projects totaling $4.74 billion in existing and planned spending through June 2027. 

Key Insights

  • Of the $3.19 billion in CCA revenue raised through allowance auctions to-date, $3.04 billion has been appropriated for an authorized, location-specific outcome. This means that 95 percent of CCA revenue raised to-date has been allocated toward a specific purpose. 
  • Since the last map update in February 2025, just under $1 billion in CCA revenue has been authorized for a specific, mappable project, including awarded funding from impactful programs like the Clean Energy Community Grants and Landfill Methane Reduction Grants. This shows significant and accelerated progress by the Legislature and Washington state agencies to allocate funding. 
  • $1.66 billion in mapped CCA projects are either Tribal-led or allocated to communities overburdened by unhealthy air, which represents more than half of all mapped projects.

As more CCA resources are deployed, this tool becomes even more essential for tracking the pace of progress towards a clean, innovative, and efficient economy.”


Fastest-Growing Investment Categories 

Seventy new projects affiliated with the Clean Buildings Performance Grants, which support energy efficiency improvements that lower costs, reduce pollution, and create sustainable jobs. This includes nearly $300,000 to support energy efficiency upgrades at the Yakima Valley Farm Workers Clinic, which serves more than 200,000 patients in Central Washington, more than half of whom are children. 

Thirty-eight new projects originating from the Clean Energy Community Grants, which support the implementation of clean technologies that reduce greenhouse gas emissions, particularly in overburdened communities. This includes $1.86 million to Yakima Chief Hops for a CO2 recovery plant that will capture and recycle carbon dioxide during the hop production process. 

Twenty-one new projects from the Air Quality in Overburdened Communities Grants, which improve air quality in Washington communities that are historically overburdened by health and climate inequities AND are highly impacted by air pollution. This includes $53,000 to plan and implement a low- to no-cost selection of zero-emissions electric garden tools at the Tacoma Tool Library

Thirteen new projects from the Landfill Methane Reduction Grants, which funds projects that measure and contain methane before it escapes into the atmosphere. According to the Washington State Department of Ecology, methane is the second-largest source of greenhouse gas emissions, behind carbon dioxide, and decomposing organic material in landfills is one of the largest sources of methane. This includes $1.13 million for the Snohomish County Solid Waste Division to measure and maintain the Cathcart landfill’s methane capture and control operations.
